What is this?

This was left at my home by snow/power refugees this weekend.

What is it? Who's is it? What is it for?

It is one of life's necessities - a ribbon shredder. You put ribbon in it (usually curling ribbon) and pull it through, and then your ribbon is cut into about 4 or 5 narrower strands. Used for topping presents, or sometimes for making mounds of strands to fill gift bags or baskets. (well, I ran the Sally Foster wrapping paper program as a volunteer for many years, and they teach you Ribbon 101).

I agree it's a ribbon shredder, but the real question is Why Did The Power Refuge Bring It? Seems an odd item to pack when you're escaping your unheated home...
